September 17, 2015
Special Committee on Ethics and Rights of Scientific and Technological Workers of the Standing Committee of China Association for Science and Technology
In recent years, the cause of science and technology in China has made considerable progress, with a substantial increase in the number and quality of papers published in international academic journals. While making achievements, some problems are also exposed, such as non-standard behavior when publishing papers in international academic journals. In this regard, it is necessary for us to reaffirm and clarify some scientific and ethical codes of conduct for scientific and technological workers. After consulting relevant parties, the China Association for Science and Technology has formulated a code of conduct for the "five no’s". The "third party" mentioned in this "five no’s" code of conduct refers to any institution or individual other than the author and periodical; "thesis ghostwriting" refers to the act that the signed author of the paper is represented by others without personally completing the writing of the paper based on his own research work and real experimental data, and "paper proxy" refers to the act that the signed author of the paper is represented by others without personally completing the whole process of submitting the paper and responding to the opinions of the review. The "five no’s" code of conduct is hereby issued in the hope that scientific and technological workers will abide by it.
It is hoped that scientific and technological workers will abide by the "five no’s" code of conduct.
1. The paper is not written by a "third party". Scientific and technological workers should write papers based on their own research work and real experimental data, and resolutely resist the "third party" to provide paper writing services.
2. The paper will not be submitted by a "third party". Scientific and technological workers should study and master the submission procedures of international academic journals, personally complete the whole process of submitting papers and responding to evaluation opinions, and resolutely resist the "third party" to provide paper submission services.
3. The content of the paper shall not be modified by the "third party". The author of the paper entrusts a "third party" to refine the language of the paper, which should be based on the original manuscript completed by the author, and should be limited to the improvement of the way of language expression, and resolutely resist revising the substance of the paper in the name of language refinement.
4. Do not provide false peer reviewer information. If scientific and technological workers need to recommend peer reviewers when publishing papers in international academic journals, they should ensure that the reviewer's name, contact information and other information provided are true and reliable, and resolutely resist any fraud in the peer review process.
5. It does not violate the signature specification of the paper. All the signed authors of the paper shall review and agree to publish the paper in advance, and shall have the responsibility of informed consent to the contents of the paper. The drafters of the paper must seek the opinions of the signed authors on the full text of the paper and obtain the consent of their signatures. Every author who signs the paper must make a substantial academic contribution to the paper and firmly resist the signature of the paper without substantive academic contributors.
In order to further strengthen academic moral self-discipline and establish a good style of study, this journal requires all contributors to consciously resist academic misconduct such as "third party" ghostwriting, submitting papers, providing false peer reviewer information, violation of paper signature norms, plagiarism. Once found, the journal will reject the manuscript and notify the author's unit.
